Description of the department’s activities

Pursuant to Act No. 361/2000 Coll., on road traffic and amending certain acts, as amended, it grants, imposes conditions on, restricts, revokes and reinstates driving licences, and lifts any conditions or restrictions on driving licences; it orders medical fitness assessments for driving licence holders; orders the assessment of the professional competence of driving licence holders; issues and replaces driving licences and international driving permits, and issues duplicates of driving licences and international driving permits; exchanges driving licences issued by Member States of the European Union and certain driving licences issued by other states; issues and exchanges digital driver memory cards; initiates proceedings on the basis of which a decision may be made to suspend a driving licence pending a final decision on an administrative offence or a criminal offence; enters data into an international driving licence issued by a foreign state and notifies the authority of that foreign state which issued the international driving licence; maintains the register of drivers and issues data from the register of drivers; issues a special vehicle marking for doctors providing a visiting service (O5); makes entries in the register of drivers regarding the number of points accumulated by a driver under the penalty points system and the deduction of such points; it considers objections and decides on matters relating to the record of the number of points accumulated by a driver under the penalty point system; it informs the criminal justice authority of the surrender of a driving licence by the licence holder, who has undertaken to refrain from driving motor vehicles during the probationary period of this conditional deferral of a proposal for punishment or conditional suspension of criminal proceedings, and of an application for a driving licence by a person who has undertaken to refrain from driving motor vehicles during the probationary period of this conditional deferral of a proposal for punishment or conditional suspension of criminal proceedings, provided that the competent municipal authority with extended powers has not been notified as to whether that person has proved themselves during the probationary period, or that they are deemed to have proved themselves; at the same time, it shall inform the criminal justice authority as to whether the applicant has demonstrated professional competence. Pursuant to Act No. 247/2000 Coll., on the acquisition and improvement of professional competence to drive motor vehicles and on amendments to certain Acts, as amended, it decides on the issue of a licence to operate a driving school, on any amendments thereto and on its revocation; it schedules applicants for driving licences to sit professional competence tests and conducts these tests; exercises state supervision in matters relating to the acquisition and improvement of professional competence to drive motor vehicles and, if, in the course of exercising such state supervision, it ascertains a breach of the obligations laid down by this Act, depending on the nature of the shortcomings identified, it shall specify the method and deadline for rectifying these shortcomings and their causes; furthermore, in accordance with the aforementioned Act, it shall indicate the driver’s professional competence on the driving licence, where appropriate, it shall issue a certificate of professional competence to a driver who does not hold a driving licence issued by the Czech Republic or who does not have their habitual residence in the territory of the Czech Republic in accordance with the Act on Road Traffic. Pursuant to Act No. 111/1994 Coll., on Road Transport, as amended, it exercises state administration in matters relating to taxi services.
