It performs the functions of a nature conservation authority within the framework of the Integrated Environmental Opinion (JES) in accordance with Act No. 114/1992 Coll., on the protection of nature and the countryside
In the case of a building project requiring a UEO, no separate decisions, binding opinions or other administrative acts are issued; instead, these are integrated into the UEO. These acts are as follows:
a) consent to an intervention that could lead to the damage or destruction of a significant landscape feature or to the endangerment or weakening of its ecological-stabilising function pursuant to Section 4(2),
b) the imposition of measures to prevent the unnecessary death of plants and the injury or death of animals or the destruction of their habitats pursuant to Section 5(3),
(c) the establishment of an alternative procedure for the protection of birds in accordance with Section 5b(1);
(d) authorisation to fell trees in accordance with Section 8(1), including the requirement for replacement planting in accordance with Section 9(1);
(e) granting an exemption from the prohibition on destroying, damaging or altering caves, or otherwise changing their preserved condition, in accordance with Section 10(2),
(f) consent to intervention affecting the character of the landscape in accordance with Section 12(2),
g) consent to the authorisation or carrying out of construction works, changes to the use of land, landscaping, alterations to the water regime of land or water management, the use of chemical agents and changes to the land classification pursuant to Section 37(2),
h) consent to the carrying out of activities and interventions within the protection zone of a listed tree pursuant to Section 46(1),
i) authorisation of exemptions from prohibitions concerning listed trees and specially protected species of plants and animals pursuant to Section 56(1), and
j) consent to the establishment or removal of publicly accessible service roads, tracks and footpaths outside built-up areas pursuant to Section 63(1).
If a project requiring a Joint Environmental Statement (JES) or part thereof is situated within a specially protected area, a Site of Community Importance or a Special Protection Area, the competent nature conservation authority (e.g. the Agency for Nature Conservation and Landscape Protection of the Czech Republic, Regional Authority) shall assess it in terms of all interests protected by this Act in a joint procedure and issue a joint decision thereon, which shall include all consents, authorisations or other decisions, binding opinions or statements that would otherwise have to be issued in respect of the project under assessment.
It administers the scheme for compensation for damage caused by selected specially protected animals (in particular the otter) in accordance with Act No. 115/2000 Coll.
Under Act No. 115/2000 Coll., on the provision of compensation for damage caused by selected specially protected animals (hereinafter referred to as ‘the Act’), compensation may be claimed for damage caused by selected species. In such cases, the nature conservation authority may issue a confirmation of the presence of these species at the affected sites, based on a report of their occurrence.
Under Section 3 of Act No. 115/2000 Coll., ‘selected animals’ means:
a) the European beaver (Castor fiber L.),
b) the European otter (Lutra lutra L.),
c) the European elk (Alces alces L.),
d) the brown bear (Ursus arctos L.),
(e) the Eurasian lynx (Lynx lynx L.),
(f) the wolf (Canis lupus L.).
Scope of compensation
Compensation shall be paid for damage caused by a selected animal or a great cormorant in the years 2024, 2025 and 2026 to
a) the life or health of a natural person,
b) specified domestic animals,

Conditions for reporting to the nature conservation authority
Under Section 8(1), the affected party must report any damage arising under this Act to the locally competent nature conservation authority within 48 hours of discovering it, based on the location where the damage occurred.
Please report the presence of the aforementioned species via the data box (ID: 2ebbrqu). Attach photographs to the report as supporting evidence, and, where applicable, the numbers of individuals observed.
Following the report, the nature conservation authority may then initiate an on-site investigation, on the basis of which it will issue a confirmation of the occurrence of the species in question. You may submit this confirmation when applying for compensation for damage to the competent state administrative authority with subject-matter and territorial jurisdiction (the Regional Authority of the Central Bohemian Region).
