Businesses and waste management

Every resident of the town is obliged to pay waste collection charges. Self-employed individuals and legal entities must arrange their own waste management. Since April, inspections have been carried out to ensure that waste management is carried out in accordance with current legislation.

The Environment Department carries out inspections of waste management practices among self-employed individuals and legal entities.

“Based on the approved waste management strategy, we have focused on self-employed individuals and legal entities – more specifically, on whether they are fulfilling their waste management obligations in accordance with current legislation,” says Deputy Mayor Miroslav Peterka. 

What does this mean for the aforementioned group of people? Any business operator, whether a natural or legal person, must keep proper records of waste and hold confirmation of its disposal or recovery.

In practice, this means that a business should either have a contract in place with an authorised party (a waste collection company) or with the Technical Services Department of the City of Příbram regarding the handover of waste, or documentation confirming that the waste has been handed over to the relevant facility. Commercial waste cannot be disposed of via the municipal waste management system in Příbram. 

“The Department of the Environment has contacted all business owners via data boxes to inform them of this obligation and to request that they provide the necessary documentation regarding waste disposal. The aforementioned inspections will ensure compliance with this obligation. If you are not entirely sure whether you, as a business owner, are proceeding correctly, answer the basic questions available on the website odpady.pribram.eu. If necessary, you can, of course, consult the department in question,” adds Miroslav Peterka. 

• Did you know that the status of ‘waste producer’ applies to any self-employed individual or legal entity whose activities generate waste? Under the legislation, you may be considered a waste producer even if you produce only a minimal amount of waste. 

• Do you have a contract with an authorised entity or with the Technical Services of the City of Příbram?
As a self-employed individual or a legal entity, you must ensure that waste is handed over in accordance with the law. 

• Do you take small quantities of waste to the landfill site or a recycling centre yourself?
Even in this case, you must have a receipt of acceptance, which you must present during an inspection. 

• Are you aware that in Příbram you are not permitted to dispose of business waste via the municipal system – i.e. neither in bins intended for residents nor in the recycling bins (plastics, paper, glass and others)? 
The town of Příbram does not currently allow sole traders or limited companies to use the municipal waste collection system intended for residents. 

• Do you keep ongoing records of waste and retain supporting documents for at least 5 years?
Every self-employed individual or business entity whose activities generate waste must keep ongoing records from the moment the waste is produced. At the same time, during an inspection, you must be able to provide evidence of how the waste is managed, for example by means of weighing slips or receipts of acceptance. 

• Do you monitor the reporting thresholds for the ISPOP system (Integrated System for the Fulfilment of Reporting Obligations)?
The obligation to submit an electronic report arises when the production of hazardous waste exceeds 600 kg and that of other waste exceeds 100 t per calendar year. Reports must be submitted for the previous calendar year by 28 February of the following year at the latest. 

• Can you provide proof of waste handover (e.g. weighing slips) during an inspection?
You remain responsible for the waste until it has been demonstrably handed over to an authorised person. 

• Do you have bins for customers on your premises?
If so, you are legally obliged to provide separate collection for paper, plastic, glass, metals and bio-waste.
