Basic information:
A building whose characteristics cannot be influenced by future users, such as a hospital, school, block of flats, commercial or industrial building, a building intended for the assembly of large numbers of people, transport and civil infrastructure buildings, buildings for the accommodation of convicted prisoners and accused persons, as well as buildings for which a trial operation has been stipulated, and alterations to buildings that are listed as cultural monuments, may only be used on the basis of a final occupancy permit.
