Front gardens
Front gardens
Procedure for submitting and processing applications to lease land owned by the town of Příbram for the creation of ‘front gardens’ – landscaping of housing estate green spaces and maintenance of the surroundings of blocks of flats
1. A representative of the Owners’ Association (hereinafter referred to as ‘SVJ’) shall collect from the Department of Investment and Urban Development (OIRM) at Příbram Town Hall – site plans of the area surrounding the building on a scale of 1:1000 and 1:500 for marking out the area they wish to maintain.
2. Suggestions for the design of ‘front gardens’ can be viewed on the City of Příbram’s website at www.pribram.eu under ‘How to improve housing estates’.
3. The OIRM will provide representatives of the Owners’ Association with a template lease agreement for the land. The rent for the land is 1 CZK for the entire designated area (land owned by the City of Příbram and the City of Příbram Technical Services).
4. The basis for concluding a lease agreement is an application from the Owners’ Association discussed by the town council, or, where applicable, a demarcation plan drawn up by an authorised person – a surveyor.
5. The survey plan is paid for by the Owners’ Association.
6. The OIRM shall provide the representatives of the Owners’ Association with a model project – a study accompanied by a technical report, setting out the technical procedure for creating ‘front gardens’ and a proposal for the maintenance of the greenery. The technical report specifies the selected species of plants – trees, shrubs and vines. The report includes a cost estimate for the creation of the ‘front garden’, always presented in two variants – a simpler one and a more complex one.
7. The Owners’ Association will discuss the proposal at a joint meeting, where it may decide to proceed with the ‘front garden’ project and mark out the extent of the area of interest on the map documents. This documentation will also be used to check the condition and presence of underground and above-ground utility networks (water mains, sewers, power lines, gas mains, heating pipes, telecommunications cables …), to ensure that the planting of greenery and any construction of small structures does not cause damage to them. This prevents greenery from being planted in places where utility networks could be damaged, thereby avoiding the need for subsequent replanting of trees and shrubs.
8. Minor structures – such as fencing and shelters – may also be marked on the base map
9. Fencing of the plot – uniform appearance – max. 1 m in height, material: wire mesh fencing
10. The Owners’ Association shall submit this plan, together with the tenancy application, a copy of the minutes of the association’s meeting and a copy of the attendance register, to the Department of Urban Planning and Development. The Department of Urban Planning and Development will assess it and forward it, together with a request for comments, to the operators and owners of utility networks and neighbouring residents’ associations, or to the owners of neighbouring properties where applicable. Furthermore, the relevant authorities (Environmental Protection Department, Municipal Services Department) may comment on the proposed lease.
11. The application, the site plan and a list of the opinions received will be discussed by the Committee for the Disposal of Municipal Property. The Property Management Department, Property Rights Section, will ensure that the proposed lease is posted on the official notice board of the Municipal Office.
12. Following discussion of the application and supporting documents by the Commission for the Management of Municipal Assets, the OIRM shall submit the application to the City Council for a decision.
