Territorial System of Ecological Stability of the Landscape (ÚSES)

The Territorial System of Ecological Stability of the Landscape (ÚSES) is, pursuant to Section 3(1)(a) of Act No. 114/1992 Coll., on the Protection of Nature and the Landscape, as amended (hereinafter referred to as ‘Act No. 114/1992 Coll.’), an interconnected network of natural and modified, yet near-natural, ecosystems that maintain the natural balance.

The main objective of the ÚSES is:

  • to create a network of relatively ecologically stable areas which have a beneficial influence on the surrounding, ecologically less stable landscape,
  • to preserve or restore the landscape’s natural gene pool,
  • to preserve or promote the diversity of native biological species and their communities (biodiversity).

According to Section 4(1) of Act No. 114/1992, the creation of the ÚSES is a matter of public interest in which landowners, local authorities and the state all play a part; the protection of the ÚSES is the responsibility of all owners and users of the land forming its basis.

Based on biogeographical significance, we distinguish between three levels of the ÚSES:

  • local (defined and assessed by the municipal authorities of municipalities with extended powers, with the exception of national parks and their buffer zones, and protected landscape areas),
  • regional (defined by the relevant regional authority, with the exception of national parks, protected landscape areas and the buffer zones of these specially protected areas), and
  • supra-regional (defined and assessed by the Ministry of the Environment).

The
basic components of the ÚSES are biocentres and biocorridors.

A biocentre is, pursuant to Section 1(a) of Decree No. 395/1992 Coll., implementing certain provisions of Act No. 114/1992 Coll. of the Czech National Council on the protection of nature and the landscape, as amended (hereinafter referred to as ‘Decree No. 395/1992 Coll.’), a biotope or a set of biotopes in the landscape which, by virtue of its condition and size, enables the permanent existence of a natural or modified, yet near-natural, ecosystem.

According to Section 1(b) of Decree No. 395/1992 Coll., a biocorridor is an area which does not permit the permanent, long-term existence of a significant proportion of organisms, but which allows their migration between biocentres, thereby creating a network from separate biocentres.

The boundaries of the ÚSES are defined by nature and landscape conservation authorities in the ÚSES plan. The requirements for the ÚSES plan are set out in Decree No. 395/1992 Coll. In addition to a map base, ÚSES plans also contain tabular and textual sections describing the functional and spatial indicators of the constituent parts and their current status, as well as proposals for framework measures for their conservation and improvement, or, where appropriate, for their establishment (in the case of non-functional parts of the ÚSES).

ÚSES plans are drawn up by professionally qualified persons authorised by the Czech Chamber of Architects. The technical and methodological principles for defining the ÚSES were laid down by the Ministry of the Environment in the ‘Methodology for Defining the Territorial System of Ecological Stability’.

Supraregional and regional ÚSES plans form the basis for the conceptual definition set out in the regional spatial development principles.

Local ÚSES plans specify the conceptual delineation of the supra-regional and regional ÚSES as set out in the overarching spatial planning documentation (ZÚR) and supplement it with a network of ÚSES tailored to local conditions. Local ÚSES plans encompass all hierarchical levels of the ÚSES and serve as a basis for municipal spatial plans or, where applicable, regulatory plans. For this purpose, they are drawn up over the cadastral map at a detailed scale.

ÚSES PLAN FOR THE PRÍBRAM MUNICIPALITY

Local (local) ÚSES Plan for the Příbram Municipal Administrative Area was drawn up by the Consortium for the Preparation of the ÚSES Plan for the Příbram Municipal Administrative Area (Ageris s.r.o., Company Registration Number: 25576992 and Löw & spol., s.r.o., Company Registration Number: 46990798) covering all cadastral areas of the municipalities within the administrative district of the Příbram Municipal Administrative Unit, with the exception of the area extending into the Brdy Protected Landscape Area. This represents 78 per cent of the total area of the Příbram Municipal District, i.e. 62,275 ha. The ÚSES Plan for the Příbram Municipal District comprises text, tables, maps and data sections.
