Basic information

A change to a building before its completion may be authorised either before construction begins or whilst construction is in progress. A change to a building prior to its completion may only be authorised in accordance with the planning permission or another instrument replacing the planning permission; if the change to the building prior to its completion requires an amendment to the planning permission, a decision on this amendment may be made in a combined procedure. The planning authority may, at the request of the developer or their legal successor, authorise a change to a building before its completion.
