Application for planning permission for the construction of a road or for alterations to it

Where to deal with this matter:
Příbram Town Hall, Road Management Department, Gen. R. Tesaříka 19, 261 01 Příbram

Basic information:
This concerns Class II and III roads within the jurisdiction of the Příbram Town Hall, as well as local roads and publicly accessible service roads in the municipalities within the jurisdiction of the Příbram Town Hall. A written application addressed to the Road Management Department is registered; following a check to ensure it is complete and after deliberation, a decision is issued, which is either sent to the applicant by post or may be collected in person by prior arrangement

Processing time:
The processing time is 30 days; in particularly complex cases, 60 days.

Who is entitled to submit an application, notification, etc.:
The applicant must be a legal entity or its authorised representative, or a natural person with legal capacity and entitled to rights and obligations

Other parties to the proceedings:
The Traffic Inspectorate – Police of the Czech Republic, other parties to the proceedings and the relevant state administrative authorities, depending on the specific conditions of the construction project.

Legislation governing the procedure:
• Act No. 183/2006 Coll., on Spatial Planning and Building Regulations (the Building Act), as amended
• Implementing decrees to the aforementioned Act
• Act No. 13/1997 Coll., on Roads, as amended
• Decree No. 104/1997 Coll., implementing the Act on Roads, as amended

Administrative (or other) fee:
The administrative fee is CZK 10,000 for a building permit, CZK 2,500 for a permit for building alterations, and CZK 500 for a permit for changes to a building. The administrative fee must be paid before the decision is issued, either in cash at the cash desk of the Příbram Municipal Authority or, by agreement, by bank transfer or postal order.

Remedies:
An appeal must be lodged with the Regional Authority of the Central Bohemian Region via the Road Management Department of the Příbram Municipal Authority; the appeal must be lodged within 15 days of receiving the decision

Notes:
What penalties may be imposed in the event of failure to comply with the prescribed obligations:
• a fine of up to CZK 2,000,000 for a natural person
• a fine of up to CZK 2,000,000 for a legal entity or a natural person carrying on business
