Permission for the early use of a building

Where to deal with this matter:

Basic information:
Upon application by the developer, the Building Authority may issue a time-limited permit for the early use of a building prior to its full completion, provided that this does not have a significant impact on the building’s usability and does not endanger the safety and health of persons or animals, or the environment. For works carried out by a contractor, the developer must attach to the application an agreement with the contractor, containing the contractor’s consent and, where applicable, the agreed conditions for the early occupation of the building; for other buildings, the developer shall propose the conditions for early occupation of the building in the application. The parties to the proceedings are the developer, the contractor and the owner of the building.
