Guidelines on public collections

Basic information:
The intention to hold a public collection must be notified to the relevant regional authority 30 days in advance.
The municipal authority is responsible for sealing and subsequently opening the collection boxes for public collections organised within its territorial jurisdiction

A ‘travelling collection box’ is sealed and subsequently opened by the local authority in whose administrative district the legal entity organising the collection has its registered office.

The relevant regional authorities shall notify the Ministry of all legal entities organising a collection, the purpose and method of the collection, the name of the bank and the bank account number into which donations are collected. The central register of public collections is maintained by the Ministry of the Interior of the Czech Republic http://aplikace.mvcr.cz/seznam-verejnych-sbirek/

Procedure:
1. If the collection is carried out using collection boxes, the legal entity must notify the municipal authority in advance of their number and location, in whose territorial jurisdiction the collection boxes will be placed, or state that the collection boxes will be portable and secure them against theft. The legal entity must also secure the collection boxes against unauthorised opening in such a way that their contents cannot be removed without breaching this security. A municipal office employee will then seal the collection boxes.

2. The legal entity must notify the municipal authority within whose administrative district the collection box has been placed at least 3 working days in advance of the opening of the collection box, specifying the working day, place and time of opening.

3. An authorised representative of the legal entity and one employee of the municipal authority must be present when the collection box is opened.
